Vehicle and Parking Regulations
A. Driving Regulations
- The speed limit for motor vehicles on University property is 15 miles per hour.
- Pedestrians have the right-of-way. Drive slowly and respect the rights of others.
- Motor vehicles must be operated on the street designed for normal automobile use.
B. Parking Regulations
- All University students must register their motor vehicle(s) each academic year. Faculty and Staff will be notified when it is time to replace hag tags. All vehicles must display a valid parking permit to park on campus.
- To obtain a parking permit, a student must present a valid driver’s license, proof of current vehicle insurance, and a photocopy of his or her state vehicle registration.
- Parking permit stickers must be affixed to the driver’s side of the rear window or driver’s side of the rear bumper. Parking permit stickers may not be taped to the inside of the window. Improper placement, including the use of tape, is considered a violation and is subject to a citation.Faculty and staff hang tags must always hang from the rearview mirror while on University premises.
- The responsibility for finding a legal parking place rests with the motor vehicle operator. Lack of space is not considered a valid excuse for violation of the University’s parking regulations.
- Parking is prohibited in all loading and service docks and zones, and entrances to all buildings. Curbside parking is prohibited in most cases.
- Parking is prohibited in fire lanes and in all yellow-painted areas (i.e. curbs and walkways).
- Parking is prohibited on grass plots, construction areas, or any other place that will mar the landscaping of the campus, inconvenience or endanger anyone, create a hazard, or interfere with the use of University facilities by others.
- All vehicles must be parked within the lines on blacktop lots. Straddling a line or parking in the center of any lot is prohibited.
- The registered owner shall be responsible for all violations, even when another person is driving the vehicle.
- Only vehicles with valid handicap authorization may park in handicap designated spaces. Unauthorized vehicles will be ticketed and/or towed or immobilized at owner’s expense.
- Overnight parking is not permitted on the main entrance hill or around Vaccaro Field. These areas are considered overflow parking for daytime use only.
- Resident freshmen may not have a vehicle on campus and may not have a vehicle registered in another person’s name.
- Student parking permits may not be used for more than one vehicle. Each vehicle must be registered separately.
- Resident students are permitted to register one vehicle only. Commuters may register more than one vehicle, but only one vehicle may park on campus at any given time.
- Each person operating a motor vehicle on campus is responsible for knowing and abiding by these regulations. Ignorance of the regulations is no excuse for a violation.
- Franciscan University of Steubenville disclaims all responsibility for losses or damage to vehicles or its contents operated or parked on campus, and is not responsible for losses or damage to any vehicle immobilized or towed.
D. Violations, Fines, and Appeals
- Improper expression or display (i.e. abusive language, uncontrolled temper, raised voice, etc.) before, during, or after receiving a citation, an auto-boot, or being towed, or while speaking to a Campus Security guard or a University official about the citation will result in further disciplinary action.
- Failure to Comply with a directive from Campus Security or a University official will be referred to the Dean of Students (or designee) and will result in further disciplinary action.
- Schedule of Fines:
- Parking in a fire lane or by a fire hydrant -$50.00
- All moving violations: i.e. speeding, reckless driving, rapid acceleration, or stop sign violation - $50.00
- Unauthorized parking in Handicapped Spaces -$100.00
- Parked or driving on grass, sidewalks, or other prohibited areas - $50.00
- Improper parking (double parking, blocking driveways, or other prohibited areas) - $50.00
- Parking in loading/service vehicle spaces - $50.00
- Removal or disregard of barricades - $50.00
- Improper expression or display (See Section D.1)
- Parking unregistered vehicle - $50.00
- Unauthorized use, reproduction, or tampering with permits - $50.00
- Falsifying request for permit - $50.00
- Immobilization of vehicle (auto-boot) - $50.00
- unauthorized removal of auto-boot $50.00
- Parking in wrong lot - $50.00
- Parking permit not properly displayed - $10.00
- Failing/Refusing to Comply with Lawful Orders of a Campus Security Officer - $50.00
- Towing (payable directly to the towing agency)
- Students that have at least three (3) or more violations per semester, may be subject to disciplinary action in the addition to the established fines.
- Payment of Fines: Fines are to be paid at the Student Service Counter – Cashier located in Starvaggi Hall. As with all outstanding balances, grades, transcripts, or other academic records (including diploma) will be withheld due to any unpaid account. Excessive violations (three (3) or more per semester) may result in additional sanctions, including, but not limited to, the suspension of campus parking privileges.
- Appeals: Parking citations may be appealed by presenting the citation to the Campus Security Office (located in Assisi Heights) with a completed Request for Appeal of Parking Citation Form, within five regular working days of the citation. Due to high volume, verbal appeals or excuses are not accepted. The decision of the director of Security is final.
E. Vehicle Immobiliztion, Towing, and Relocation
- Franciscan University reserves the right to immobilize any vehicle parked in violation of the University’s parking regulations at the owner’s expense. Immobilization or towing and relocation (see below) of a vehicle may happen with no warning, even if the owner has no previous violations. Any vehicle that is parked illegally, parked in violation of university regulations or that must be moved for special events or maintenance is considered to be parked in violation of University regulations.
- In the event the vehicle is immobilized, the driver must contact Campus Security by calling 283-6319 so the device can be removed .DO NOT ATTEMPT TO MOVE THE VEHICLE with the auto-boot in place.The auto-boot removal fee must be paid before the auto-boot is removed. The auto-boot is the property of Franciscan University of Steubenville and any damage done to the auto-boot will make the offender liable for the destruction of University property. Removing this device or moving the vehicle by any means or in any manner before an official release of the auto-boot is obtained by Campus Security constitutes a separate and additional violation. The University is not responsible for damage caused if the vehicle is moved with the auto-boot in place.
- In extreme cases, Franciscan University reserves the right to tow and relocate (to another campus site) any vehicle parked in violation of the University’s parking regulations at the owner’s expense. This includes but is not limited to emergency situations, blocking other vehicles, creating a safety hazard, or any other situation determined necessary.
F. Search of Student Motor Vehicles on Campus
Parking on campus is a privilege. By registering a vehicle with the University and obtaining a parking pass, a student gives consent and permission for Franciscan University of Steubenville to “inspect” his or her vehicle on campus upon the reasonable suspicion that he or she is in violation of University rules/policies and/or state and federal laws.
Accordingly, in an effort to maintain order and discipline and to protect the health, safety and welfare of the campus community, the University reserves the right to search any student motor vehicle registered with the University when such vehicle is present on campus and there is reasonable suspicion that illegal drugs, weapons, explosives, stolen property, or other illegal contraband may be present in the motor vehicle in violation of University rules/policies and/or state and federal laws.
The search of a student motor vehicle will be reasonable in its scope and intrusiveness. A search of the vehicle may include search of the trunk and glove compartment and may involve a K-9 trained to detect narcotics and other contraband. Such searches may be conducted without prior notice and without a search warrant, when supported by reasonable suspicion.
If a student fails to comply with a request from a University official to give access to his or her vehicle for the purpose of conducting a search (i.e., open a locked motor vehicle under the student’s control or open its compartments), that student may be subject to discipline under the Student Code of Conduct. The University may pursue disciplinary action against the student, up to and including immediate suspension or expulsion from the University. Additionally, a student who refuses to comply with a University search may lose his or her University parking privileges.
